Information for Tenants

Resources if your building owner is participating in an Oregon home energy rebate program  

Tenants are not able to apply for rebates. The building owner or the project’s selected Enrolled Contractor must submit the application. Tenants who are interested in the programs should discuss the rebates with their building owner.

Property Owner Agreements 

If your property owner is receiving a rebate dedicated for low-income rental properties for your building or unit, your building owner has agreed to the following for at least two years

  • Continue to rent the unit to a low-income tenant.  

  • Not evict a tenant to obtain higher rents based on the improvements.  

  • Not increase the rent of any tenant in the building as a result of the energy improvements, except to recover actual increases in property taxes or specified operating expenses and maintenance costs.  

  • If the property is sold within two years, the conditions apply to the new property owner.  

Complaints 

Tenants can contact the program team directly using the contact information on this page for any complaints of non-compliance. Tenants can seek damages and reimbursement for attorney’s fees (if applicable) through small claims or civil court if the building owners is found to be in violation of the above agreements.

Feedback 

Tenants, homeowners, and property can send questions, concerns, complaints, and other feedback at any time via email or phone. The program team will respond within a week and can provide information about the processes for resolving disputes with companies as needed.
